The two men are spies
from the creators of chocolate flakes.
The company
accidentally made a batch of these chocolate sundae toppings with no colour,
and their job is to cover them in their special chocolate paste before they are
eaten by unsuspecting children who, not noticing the slight visibility, may
choke then needing the ambulance.
If they fail, the
public will confuse itself because of these 'flakes with no colour'', driving
the world into chaos, with rumours of a secret company.
